Welcome and Introduction of Participants The co-Chairs welcomed the participants to this third meeting of the US COPD Coalition, held in Orlando, Florida, the site of the annual meeting of the American Thoracic Society/American Lung Association. After participants were introduced, the agenda (Attachment 1) was reviewed, including the plans to open the meeting to Coalition sponsors upon completion of the formal agenda. The meeting objectives included (a) review and discussion on plans to incorporate the US COPD Coalition as a 503c non-profit organization and (b) preparation of a strategic plan for the Coalition, based on recommendations from the first National Conference, November 2003. Materials distributed prior to the meeting included a DRAFT US COPD Coalition by-laws, and the summary of the National COPD Conference Proceedings. II. Organization of the US COPD Coalition Dr. Sonia Buist provided an overview of the US COPD Coalition, including the program goals, program structure and summarized recommendations from the National COPD Conference (November, 2003). Many of the recommendations can be used to develop a planning document for the US COPD Coalition as the organization works toward meeting its program goals. In assure complete transparency to the governance and financial management for US COPD Coalition, it was recommended that a formal organization be formed (501c3, non-for-profit). The procedures, rights, and responsibilities of Coalition Members, as well as Coalition structure and committee procedures and terms are defined in a set of US COPD Coalition Bylaws distributed prior to this meeting for discussion. The proposed role of Government agencies as liaison partners, invited to attend meetings but not vote, was discussed in advance with government officials. There was considerable discussion about the DRAFT Bylaws (copy 4-28-04) that had been circulated prior to this meeting. Issues included: A. Membership Requirements Participation requirements for Organizations (exclusion of profit-making organizations.) Participation requirements for individuals should be carefully described. Financial responsibility of members (make it clear there are none.) B. Executive Committee Role of the Executive Committee as a Board of Directors. Consider having some Organizations as permanent members. Need to have an odd number of participants to avoid tie votes. Need to assure that Patient Groups have a significant role in the Executive Committee. Large Patient Group Organizations should have preference to serve on the Executive Committee. A rotating three year term should be established. Action: Several participants offered to mark up a draft of the Coalition Bylaws with proposed changes, resend to Dr. Grouse who will circulate it to participants for additional comments. III. National COPD Conference Summary: Building a US Strategic Plan for COPD A Summary of the National COPD Conference and Roundtable discussions was distributed (posted on  HYPERLINK "http://www.uscopd.org" www.uscopd.org). The many suggestions for actions can serve as a beginning of a Strategic Plan for COPD to be updated yearly. Action: Dr. Hurd to DRAFT the Strategic Plan for COPD based on the summaries of activities provided by each of the US COPD Coalition Partner Organizations and distribute for input. IV. Congressional COPD Caucus Update Mr. Gary Ewart provided an update on the Congressional COPD Caucus. A subcommittee, chaired by Mr. Ewart, and including Washington representatives from several US COPD Coalition partner groups, has been working to engage multiple Congressional leaders in the Caucus, co-Chaired by Senators Crapo and Lincoln, and Congressmen Stearns and Lewis. Several additional Congress Members and Senators are involved, but the US COPD Coalition should work toward getting additional Congressional Members to participate. The Members of the Congressional Caucus want to be active and involved in developing public policies related to COPD. Mr. Ewart emphasized, however, that the members of the Congressional Caucus make their own decisions; we can provide suggestions and briefing materials as they may request. Some of the topics that are under discussion by the Caucus include: COPD surveillance at CDC, Medicare coverage of pulmonary rehabilitation and Department of Transportation rules on travel with supplemental oxygen. New directions are expected to include: COPD research at NIH, COPD in the VA, Medicare coverage of COPD medications, including oxygen V. Status of COPD Program Development in Partner Organizations Each of the US COPD Coalition Partner Groups present summarized some of the work that they are undertaking. Action: Dr. Hurd will use the information presented to DRAFT a beginning US COPD Coalition Strategic Plan. VI. Other Business The meeting adjourned at 5:30 pm.
